The Constitution of the Xi-Amaru Republic

Ratified by the nation in 2023 and signed in Rome, Georgia, in 2024, the Constitution is the foundation from which the Republic's government operates.

Short answer

The Constitution of the Xi-Amaru Republic is the nation’s founding law. The draft was read to the nation and ratified by vote of attending nationals on May 21, 2023. Chief Nnakina Xi-Amaru Fears then revised it, and the Constitution was formally signed on April 28, 2024, in Rome, Georgia.

Constitution first

When the Declaration of Independence was signed on December 17, 2022, the Constitution was named the foundation from which everything else must stem. In April 2023 the nation made it its first priority, pausing other work and returning voting power to the people until it was finished. Volunteers joined the drafting group, and the final draft was read to the nation.

How it was adopted

May 21, 2023The draft is read to the nation at a tribal meeting. All attending nationals vote in favor of it taking effect as the law of the nation.
2023 to 2024Chief Nnakina Xi-Amaru Fears revises the text before formal execution.
April 28, 2024The Constitution is signed in Rome, Georgia, by the Chief and other tribal members.

What the Constitution does

  • Defines the Republic’s governmental structure and institutional authority
  • Clarifies internal governance and jurisdiction
  • Establishes lawful administrative processes
  • Safeguards the rights of the people through Indigenous systems

It is a living document. Proposed updates are presented at official tribal government meetings, and citizens who attend vote on them. See Events & Meetings for the public record.

The standard behind it

An Indigenous constitution is one of the institutional structures and juridical systems both declarations protect.

What the declarations say
“Indigenous peoples have the right to promote, develop and maintain their institutional structures and their distinctive customs, spirituality, traditions, procedures, practices and, in the cases where they exist, juridical systems or customs, in accordance with international human rights standards.”
